Cook arrived in 2007 from Fort Worth, Texas, while fired officer Navin Sharma was suing the city. Sharma eventually won the $1.65 million, out-of-court settlement, which prompted a much-publicized external department review that revealed low morale and distrust.
The chief was charged with implementing the report's recommendations, such as revising protocol with internal affairs investigations, which some officers believed was used by management to retaliate against the rank-and-file.
