I want to rent a car and take it into Mexico, to Ensenada and Rosarito for the July 4th holiday week

Rental cars have laws under which they operate in each country. Once you leave a country, those rental laws become null and void so on that basis alone you'll need explicit, new jersey apartment rentals written permission (if grantable) to do what you want to do. dudes. One thing you'll need to do, by auto or by bike, where you stop at night you'll need to park in a guarded lot,if not you risk losing your car to a practiced theif who'll spot you as a prime candidate to lose your vehicle while you sleep.
As a side comment, I'd travel with a laptop and make daily contact with friends back in the USA so if something should happen to you and your friends come looking for you, they will know your last (overnight) stop. With each stop, tell your friends your intended itinerary for the next day.
OK I'll ask the dumb question: Why do you need to drive from Mexico to Panama? No matter by car, bike or bus, it is a risky trip - plenty of obstacles various hurdles along the way. If you are an intrepid sort of soul, then I suppose you know and can handle it. I'd just as soon fly.
But have you been watching those shows on the National Geographic Channel lately, Locked Up Abroad ? For an overland adventure this sure sounds risky and to do it not flying.........well, please consider this as deep concern for your trip. People can get easily convinced into doing things that seem to sound very easy, no risk etc. whatever the situation. You need to process the necessary paperwork from each country to bring a vehicle into it [rental, owned, borrowed, leased, stolen (!) or whatever]. Don't think you won't be held up somewhere along the way for some extra money if you want to proceed forward, e.g., pull over for violating local highway or city laws. Driving below the border is no picnic by any stretch of the imaganation. Of course, a dam good working new jersey apartment rentals knowledge of Spanish is a must. You could go by motorcycle but, like with a car, you better realize you have to overnight at a place with an enclosure parking structure with a night watchman.

Lastly, why not risk life and limb and go by bus? No car worries, minimun border passing problems with the right tourist visas. get on and off when you want, and get a taxi to the airport in Panama City. I'm sure there are buses to the aeropuerto but just my expression to convey the ease of doing your travel as I think buses are a lot safer than taxis.

You don't have to get Mexican new jersey apartment rentals auto insurance but you would be one smart hombre to do so or a sorry hombre if you didn't get such insurance should a situation arise where you would need that insurance. Mexico is an unsafe country to drive in ... for Mexicans! Think of how that would apply to you without a facilty with Spanish.
However, check with your auto insurer. I know my auto insurer used to do, or still does, cover you within 50 miles of the border. North of the border, most auto insurers cover you when driving in Canada but you need a letter from them for Cdn authorities should a need arise that you do have proper auto coverage.
Personally, if you have any facility with Spanish, why not go by bus and save the hassle and problems of driving in Mexico. I hear buses are good and much cheaper than renting a car and buying insurance. Again, Mexico is not a fun place to drive even for Mexicans; they are very poor drivers for starters. If you have no facility with Spanish, I'd think twice about executing your plan.
Odds are greatly in your favor that nothing untoward would have happen but nevertheless, Mexico is not a safe place to drive a car, forgetting usual practice of hiring someone to watch the car after you park it. And if you should get into an accident, problems are immense.

So ... if you were a rental company, would you want your cars going to Mexico where if stolen, it would be very difficult to get the cars back? Probably not but years ago I know you could rent a car and they would give you a letter authorizing you to drive it in Mexico. If the car were to be stolen or be in an accident in Mexico, you would be stuck with repaying that 80% for a car you no longer have. And the bank would have no car to repossess if you didn't make any more payments. An even stickier situation for you. Keep in mind Mexico is a very dangerous country to drive a car, let alone a foreigner driving a car. If you can read the road signs in Spanish, that's makes matters even worse.
So sure, you have to have proof of ownership to drive a car in Mexico. It is simply the way things are done to prevent a lot of mischief.
