In yet another sign that the age of adulthood seems to be rising, a provision in the new health care legislation pending in Congress would require insurers to allow children to remain dependents on their parents health insurance plans until at least age 26 or 27.
Compared with the past, many young people are getting married, having children and buying homes later; spending more time in school travel from london to paris or finding themselves; and returning more often to live with their parents.
Psychologists and economists say the stunted growth is a function of economic and social trends in the United States, travel from london to paris including the changing role of women and the transformation to an information and technology economy travel from london to paris from a manufacturing one.
As a result, “it’s much more difficult for young people to have stable jobs with good income and health insurance,” and the transition to adulthood is happening later for many, said Sheldon Danziger, an economist, professor of public policy at the University of Michigan and co-editor of The Price of Independence: The Economics of Early Adulthood.”
While 18, the age when state laws generally consider one competent to sign a contract, is still typically the magic number for a host of financial activities from opening independent bank accounts to signing up for non-prepaid cellphone contracts, travel from london to paris obtaining health insurance isn t the only transaction where adulthood doesn t begin at age 18. Here’s a look at some below.
New federal legislation that takes effect early next year raises the age when young people can get credit cards independently without certain stipulations to 21, from 18. The Credit Card Accountability Responsibility and Disclosure Act of 2009 , which takes effect in February, aims to make it harder for college students to get credit travel from london to paris cards and amass large amounts of debt. People under 21, however, can still get a credit card if they can show proof of adequate income for the level of credit travel from london to paris they are being given or have a co-signer who is 21 or older and willing and able to repay any debt.
“You became an adult in terms of credit cards when you can afford to pay back the money you borrow. For some people that is going to be 18 under the new legislation and for some people, it’s going to be later,” said Gail Hillebrand, senior attorney at the Consumers Union and manager of its financial travel from london to paris services campaign .
If young people don’t have enough income to get a card on their own, Adam Levin, co-founder of Credit.com , recommended travel from london to paris that parents don’t act as cosigners and instead make their children cardholders on their accounts so they can more easily monitor bills. Ms. Hillebrand, meanwhile, suggested young people under 21 have checking accounts with debit cards instead of credit cards. travel from london to paris “You can’t spend it if you don’t have it,” she said.
In the meantime, since 1994 and especially in recent years, at least 26 state legislatures (see the chart on page 17 of the linked report) have passed laws raising the age limits for young people to remain dependents on their parents’ health insurance travel from london to paris plans. Previously, young people were generally cut off at 18 or 19 if they didn’t go to college. If they did go to college, travel from london to paris they d lose coverage upon graduation.
“The uninsured rates in this age group are very high because your likelihood travel from london to paris of having insurance is highly correlated with whether you have a plan offered through your job, and this is an age group that is in a period of transition,” travel from london to paris with jobs unlikely to offer coverage, said Sara Collins, a vice president at the Commonwealth Fund , a nonprofit, nonpartisan foundation focused on improving the health care system.
The laws generally only apply to private insurance coverage travel from london to paris covered under state insurance regulations and not to plans offered by self-insured employers (like big companies). But beyond that, the legislation varies. Some states like New Jersey or New York allow young people to remain dependents until age 30, while others set the cutoff at 24. The laws also differ in other ways including whether they apply to nonstudents and unmarried children.
The upshot: Certainly for health insurance, “people are financially travel from london to paris dependent on their parents for more years than they were in the past,” said Jeffrey Arnett, professor of human development at the University of Maryland and author of “Emerging Adulthood: The Winding Road from the Late Teens through the Twenties.”
In contrast to college students, who are generally considered dependent unless they meet certain criteria, graduate school students are not asked to enter their parents’ income and asset information on the form because such information is not required to obtain federal student loans for graduate school including Stafford, Perkins travel from london to paris and PLUS loans.
travel from london to paris “Graduate students are automatically considered independent and not to have financial support” by the Department of Education, said Jennifer Martin, assistant director for professional assessment training and regulatory assistance at the National Association of Student Financial Aid Administrators.
The big exception, however, she says, are students enrolling in medical school, dental school and occupational therapy programs who are trying to get funding offered by the Department of Health and Human Services. The required form for that funding, available through the schools, asks for parental information regardless of a student’s age or marital status.
“For the purpose of federal financial aid, it’s not an issue of the age of the student. It’s an issue of what type of program,” Ms. Martin said. Some schools may require additional information travel from london to paris about parents when dispensing their own grant money. Also, students without a credit or income history are likely to need cosigners for independent private loans, she said.
While many car rental agencies in most states will now rent to drivers under 25, they generally won’t do so without extra fees and limitations. “In the majority of states, the age minimum to rent is 21 and those that are under 25 are generally subject to an age differential charge,” said Sean Busking, executive director of the American Car Rental Association, an industry trade group.
In most states, Avis and corporate-owned Budget Rent A Car locations, for instance, add an additional $27 or so per day “underage surcharge” to rent to drivers ages 21 to 24 and don’t let such drivers rent certain types of vehicles.
