I rented from Payless in Cozumel and they gave me a VW thing with no windows, no wipers, no seat belts, it was a big picece of sh*t couldnt even drive it over like 10mph cause it would shake so bad. Went over to Hertz and they gave me the same price as Payless did and the jeep was sweet.
Go with Thrifty or National cheap fare airplane ticket since they are a lot closer to the Cabo airport than the others. It seems that everyone cheap fare airplane ticket gets a light blue dodge badged hyundai 4 door compact. In Ventana I saw dozens of them!
Tip- check to see if your CC card will cover part of the car insurance. You will at least need to buy the $11 a day liability ins but you may not need to buy the $17-24 day collision if your credit cheap fare airplane ticket card covers it. I checked and my Amex covered it.
