If you are going to stay off-site, my opinion is to stay as far away as you feel comfortable in order to benefit from the cheaper rates. Unless the hotel has its own shuttle, you will have to drive anyway, and more time is spent navigating the parking garage and tram than actually sitting in traffic on the drive there.
