Families would rent for the first 15 years -- rent would be about $1,000 a month for the 20 homes and $250 a month for the four homes designed for people with disabilities -- and families would have the right of first refusal to buy the homes after that. If the families maintain the properties during the first 15 years, they would receive a $2,000 annual credit toward a downpayment.
