Under your system, if there are enough cars to go around to fulfil all the demand even at peak hours, who is going to pay for all these cars to sit around doing nothing so they can be used say at rush hour twice a day and on the weekends? How many people will you have to employ to wash all 500,000 cars multiple times a day, day in day out?
