I ended up going with Fox Rent-a-Car (after reading many positive reviews), which by far had the cheapest rate for a week rental in California.
Costco travel often has the best rates I can find, no pre-pay necessary but domestic rentals only. Capitol One card members will have access to the redemption booking engine and surprisingly good rates there, pre-pay required but reservations are flexible. Then there s always Autoslash.com, which will track and rebook refundable reservations at lower rates if they become available.
In general, expect to pay more outside the U.S., even in countries where the standard of living is far lower. Insurance is sometimes car rental in st george included internationally, but never in the U.S. since most renters are covered via their own policy or their credit card company.
