The housing rules are part of a suite of beefed-up safety standards for Persons with Developmental D

Marie Renaud, executive director of the Lo-Se-Ca Foundation in St. Albert, said new regulations governing housing for people with disabilities will force expensive and unnecessary renovations on landlords and force people into the streets.
Agencies that help people with developmental disabilities buying airline tickets in dubai say provincial regulations intended to provide safe housing for their clients will have the opposite effect by prompting landlords to evict people instead of undertaking expensive renovations to comply with the new rules.
In Calgary, one non-profit organization said that dire prediction buying airline tickets in dubai is already coming to fruition: buying airline tickets in dubai the Calgary Scope Society said a landlord who rents four houses to 12 seniors with developmental disabilities has said he will evict them ahead of the new housing and inspection standards coming into effect on April 1.
The housing rules are part of a suite of beefed-up safety standards for Persons with Developmental Disabilities (PDD) program that govern everything from staffing, medication and temperature controls. The new standards were introduced two years ago, in part, a response to the findings of a fatality inquiry looking into the 2007 death of Marilyn Lane, a 43-year-old woman with Down syndrome who was unable to escape a fire that broke out inside her Edmonton group home.
The home where Lane lived was a private residence rented and staffed by an agency that wasn t required by the rules in force at the time to have a licence to operate the facility. The PDD safety standards apply to any residential facility that has regularly-scheduled overnight staff that houses two or more adults who aren t related.
The dispute centres around a section of the safety regulations that requires any housing used by service providers to undergo buying airline tickets in dubai additional inspections and comply with municipal codes and bylaws by April 1.
Geake and other service providers say the change will force landlords to install expensive institutional fixtures such as sprinkler systems in what are otherwise residential homes. With a shortage of rental accommodation in cities like Calgary — where the residential vacancy rate sits at just over 1 per cent — landlords can easily find other tenants without having buying airline tickets in dubai to make costly alterations, they said.
When a landlord is faced with those alterations, the choice is going to be clear, said Marie Renaud, executive director of the non-profit Lo-Se-Ca Foundation in St. Albert, which helps adults with developmental disabilities.
In addition to acquiring rental homes for some of its clients, Lo-Se-Ca also owns a portfolio of seven properties now facing costly renovations. buying airline tickets in dubai Renaud estimated it would cost between $50,000 and $60,000 to renovate one Edmonton property with some of the mandated measures, like a sprinkler system, firewalls between floors and drywall buying airline tickets in dubai with a 45-minute fire rating.
Geake and Renaud said the new regulations are also unnecessary, because agencies that provide services to PDD clients already undergo buying airline tickets in dubai an accreditation process with the province and have vigorous internal standards to ensure clients are safe.
The providers also said the regulations are discriminatory, because they will force evicted or homeless PDD clients into institutions buying airline tickets in dubai instead of giving them the choice of living in the community. Lo-Se-Ca and one of its clients have filed complaints with the Alberta Human Rights Commission on that basis and Geake said the guardian of one of his clients has given him permission to do the same.
